depends how he comes back from some pretty serious injuries, plus I cant see him being a PPV hit. but P4P its hard to argue with what he did in the space of two years if he comes back from his injuries 'the same man', then he'll certainly be recognized (continue to be) as one of the very best proven fighters in the world

Depends on how he recovers from injury and his activity level. Without a PPV superstar for him to break out against and pick up more fans, the only other alternative is to be more active, continue taking out the other top guys, and have a "reign of terror". Maybe another star develops at 168 or 175 for him to take out.
The difference is that at 168 Ward lacks the fierce domestic (US) and Mexican competition which has characterised Floyds domination. Maybe it doesn't render it impossible, but the nature and diversity of the European fanbase of the other top SMWs along with the geographical seperation makes the kinda superfights that have characterised FMJ would be difficult to repeat. It just couldn't happen in the same kinda way, even if that was what Ward (or promoter - depending how that finally pans out) was actually aiming for.

Did RJJ have Mexican competition in his best years?. It all comes down to promotion and management really, he already has a solid record despite only having 26 fights. The division still has solid names for him to consider, not to forget the option to move up to Light Heavyweight, Cruiserweight or possibly Heavyweight. I really don't think it's difficult to repeat Mayweather's steps to stardom. DLH, Tyson, Holyfield, Leonard, Ali, Pacquiao and many others were all able to reach that status in their own ways. His current surgery and inactivity isn't doing him any favors which is why he's overlooked, as soon as he's active again all will change with proper promotion and management. One thing is for sure, Ward needs to leave Goossen or end up like Paul Williams(Fought the best yet never got the recognition and attention he should have, not to forget the horrible decision to pass on a Pavlik fight only to see Martinez<thanks to Dibella> steal the show).
