Dont know why this fight would be turned down, Murray was never going to get the first shot at Barker and as already stated Sturm is mandatory. Fighting the best in the division is what it's about so this fight should get sorted, then fight Barker. Got a funny feeling the whole Barker, Macklin, Murray fights arent going to happen.
So it's fairly simple. Golden Boy offered, Murray camp declined...If they wanted the fight wouldnt they have gone back with some sort of counter offer? Someone has to start negotiations.
Golden Boy not interested in parting with the money Murray will get with Golovkin down the line. Nor even coming close. When the WBA enforce interim champ v champ, it's a 60/40 split, so its a big payday.
Yeah so why not take a fight for a bit less money and win a title? Stock can only go up and then the other fights are even bigger.

Because the risk isn't worth the reward. He's going to get paid very handsomely for the defence of his interim title that's planned.
When a fighter makes a voluntary defence of his title, the promoter of the champion will usually ask for as many as four options on the opponent, should he win. So if Murray were to beat Quillen for his title, he'd effectively become a Golden Boy fighter for his next few fights. Hatton would lose any available income or even staging rights to Murray. Now that's fine from a fans point of view but promoters who've invested heavily in their fighters wouldn't be interested, especially if they have other options available to them.
