I think you've got to separate Modern fighters from Colour Bar fighters and the Murderer's Row. The latter two groups were operating in an environment completely alien to fighters from the 60s onwards. Taking Lloyd Marshall for example, he beat 6 world champions (including 4 Hall of Famers), but never fought for a geniune world title. That scenario couldn't possibly exist today. Hagler is the first example I thought of in the Modern era, as he was clearly the best middleweight in the world following Monzon's retirement, but didn't get a title shot for two years. Liston was avoided for years by Patterson (or D'Amato to be more accurate). McCallum is another one who missed out on matches with the Fab 4. A win over Hearns or Leonard in the late 80s would have cemented his legacy. Truly "avoided" fighters are very rare these days. As long as they remain active, are willing to travel and flexible on negotiations, sooner or later the cream will rise to the top.
