Teddy can talk nonsense sometimes but I thought he was accurate here. She's either corrupt or, if you want to give her the benefit of the doubt, incompetent to a comical degree.

Since, as Teddy said, she won't be reprimanded, she should be humiliated to the point that it's difficult for a commission to appoint her again,
