People consider Khan tested because he lost. Any fighter with 0 losses is almost immediately considered untested to the general public. Both Malignaggi(two weights above for Broner and WBA Champion) and De Leon were clear tests otherwise they wouldn't have given Broner tough affairs as they clearly did. The reality here is that Khan isn't tested properly at welterweight and doesn't plan to(moved Diaz who isn't a natural welter nor top class down to 142 and almost got killed) knowing anyone there has a chance to knock him off a major farewell payday.
