    Paquiao.
    He has beat all of the important fighters that Mayweather has faced, while beating them in a more impressive and convincing manner.
    The only exception is Marquez, that had to climb up two division to fight Mayweather, and was still a lot smaller, expecially considering Mayweather even purposelly failed to make weight.

    And Paquiao is the only 8 ( 8 ) divisions champion.

    Mayweather is higher than Pacquiao due to Pacquiao's losses hurt him badly.

    True, Pac been Knocked out, TKO'd and lost a Unanimous Decision to become a 8 division champion, fighter of the decade.

    Mayweather maybe undefeated but you have to judge them based on their resume. Pac has clearly beaten the better fighters, Barerra, Morales, Marquez, Cotto, Hatton at 140lbs, Margarito etc.

    Ali lost several times does Marciano rank above him? Legacy should always be judged mainly on who you beat not the number of victories.

    Pac will be known for the wars he had with Morales, Marquez, Barrera and be known as that Little Filipino who fought his heart out and never disappointed the boxing fans.

    It can go either way people will have different opinions.. some may base it on their resume or being undefeated.

    Skill is merely one aspect of many that make up a great fighter. I have seen the more skilled fighter lose countless times. Dont be a fool who thinks boxing is about skills and skills only. It's about power, speed, skills, mental strength, physical strength, chin, stamina, durability, and then fighting style. To pick out one aspect over any other is short-sighted and ignorant. It's the combination of all the above that make the fighter.

    Resume is the only thing that counts. Not skills, not power, not stamina, not speed. Only resume and achievements.

    In my opinion I have Pac edging Mayweather because of the resume and the fights he took since trained by Roach.

    There will never be a fighter like Pac with his fighting style and beating bigger opponents.

    Losses and having to fight guys 3-4 times as a result does not add to your resume.

    Mayweather. Pacquiao is finished as well and fighting Brandon Rios. Mayweather is still adding accomplishments and is currently the #1 fighter at 154 and 147, while at almost 37 years of age. There simply is no comparison in regard to consistency and longevity.
