Just about everyone wants to fight him for the payday, so you can make a case that he's ducking them all. Except the ones he actually fights of course... They quickly go from being "ducked" to being "bums that he cherrypicked". :yep

 

Floyd gets paid if it's Pac or not. Floyd makes more than Pac in any of his future fights even against Guerrero. Who does Pac think he is? Pac had his chance but he bitched out with excuses. Beggars can't be choosers. Floyd fights Pac when FLOYD wants to fight Pac. Until then go to the back of the bus. I don't even think Skip Bayless favors Pac over Floyd at this point in time.

This is a question I've been wondering for awhile and i know most people are too. here's my thoughts.

1) It cant be because he think Rios is Juiced. I have no doubt in my mind its because of this.

2) Maybe because he thinks Marquez was and since he go KO badly that he doesnt want to fight anybody else that could be juiced.

3) as the years have gone by, people have wondered why he didnt take a test against Mayweather ( Me and most people too and why take it now against Rios) so could he be doing this to clear his name?? yes the hardcore Pac fans will always find an excuses for him not taking the test but rest about the rest of the world??

4) Is he taking the test to finally show Mayweather he will do it and push for a Mayweather fight next year??

I think #4 and #2 could be the reason. I think he thinks that marquez had to be on something to KO that bad so he wants to test Rios. I also think that he knows Mayweather is more popular then ever before, hes trying to comeback and in all honesty thats his only big fight left. Pac has burn those bridges bad over the years and i highly doubt the fight will ever happen, which is fine with me) but I know hes thinking if I beat Rios who's next?? Yes Pac can fight more people that are easy wins, cant really be lineal champ anymore unless he tries to go to 140 so whats the point in fighting? I think hes trying to show Mayweather he will take the test, more outcry will happen for th fight after he batters Rios, then maybe he'll have the balls to tell Arum make the fight next year. We shall see...

It's because he's coming off a loss anyway and isn't in the driver's seat anymore to bow down to Mayweather's demands. Now that the loss came, he's clearly keeping the paycheck option available and open against Mayweather in the future. Using it against Rios is a test of how he would do with tests being involved before a fight, more like a preparation in my opinion.

What a lot of people don't understand and most likely never will is that he couldn't accept Mayweather's demands back when he was P4P#1 and the main man in boxing. Doing so would belittle that position and make him look weak especially when he already had other options to take on without having to accept Mayweather's demands. Now that a loss came there's nothing to protect anymore and accepting these demands should be normal.
