    It's because he has midget limbs. Have you ever seen a midget without massive thighs? If he had a shin bone like a tall person, the calves wouldn't look that big.

    ^Rios ain't much taller than Pac but has much skinnier legs.

    Genetics and the training he did as a kid resulted in them calves...

    Broner might be shorter but his body is more proportional with longer legs. Pac has long torso and short legs.
