I believe both Arum and Mayweather are to blame. And Pacquaio for not being more forceful in pursuing a Mayweather fight and telling Arum to actually try to make it happen. Both camps are full of contradictions.

It is clear to everyone outside of *******s and others without logic that Team Pacquiao are 70% at fault for this fight not happening. The reason I say 70% is bc Arum is 40% and Floyd and Manny are at 30%. Add Arum and Manny together for some of you idiots. Team Pacquiao came out 3 days after their fight saying Manny will be back in April against Bradley or JMM. Arum is getting phone calls from Espinoza from Showtime directly and is refusing to call the man back. I know it pains you to admit it but those are actual facts and instead of Manny telling Bob to pick up the phone and make the Mayweather fight he will fight in April and borrow another advance in January just to get by. :hi:
Pacquiao's fault for being a ***** and hiding behind his puppet master Uncle Bob. In the post-Rios interview, he ducked Mayweather as bad as Adonis ducked Kovalev. I've been a neutral for ages on this and completely undecided who to blame but I'm convinced it is Pacquiao and Arum who are doing the running away.
