Is Danny Garcia really the linear champion at 140?

    Somebody correct me if I'm wrong but as far as I see it, Kostya Tszyu was champion, he then lost the title to Ricky Hatton, Hatton was then beat by Pacquiao who hasn't fought at 140 since then, so Garcia may be the Ring champion that doesn't necessarily make him the linear champion at 140, if Pacquiao fights at 140 again say against Provodnikov will that be for the WBO & linear title? I know you don't necessarily get a belt for being the linear champ but what I mean is does the winner automatically become no1 in the division?

    But what if pacquiao never fights there again and retires, is there never a linear champion again?...of course not, there can be a linear champion without the guy who previously held it losing it (in the case of retirement etc). The length of time PAC has been away from the division I can see the arguement that Garcia is the lineal champ at 140.

    And Lucas was outpointed by a wash up Zab and heartless arm punching Alexander...Lucas only has one okay win at 140 and that was against Lamont who got a gift against Khan and had previously had his soul snatched by Timmy...
