    He has no shot at this negotiation, What's clear is that he is trying to communicate directly to Floyd and he's saying that he's gonna take the smaller money (of course cause he lost against JMM) , he's taking the tests and he's also leaving Arum out of this. He can't make an offer because he has 0 info on how much money is involved and other info. He's just a fighter here trying to get the fight.

    Promoters are in charge of this, This time its GBP. If they really wanted the fight he could make a contract, show it publicly and pressure Pac to sign in there. Which isn't that hard because all the demands are known and met already(well of course not if Floyd comes out with another one).

    But guess what, those who call the shots ain't nowhere to be seen.

    Oscar beat Void, but Void's judges gave the fight to Void by split decision. Castillo also beat Void..............Void has been running scared from Pac for years now. Void is a coward.........

    You got that **** ass backwards. Oscar will always be Floyd's ***** and he knows it. Floyd talked to him like he was his ***** and then beat his ass in the same manner. He then proceeded to use his promotional co for his own benefit while all the time disrespecting his punk ass. The money Oscar makes off co-promoting his fights is a drop in the bucket compared to what Mayweather gets. Now, Mayweather has exceeded him in ring revenue and has formed his own promotional co which is steadily growing. He had one champion in Eshay Smith and potential champions in Bey, Jack and Love. He has beaten Oscar at every turn will surpass him in the promotional arena. That's Oscar's greatest fear. When Mayweather retires he will be free to recruit a gang of young talent because everybody loves a winner and he is a winner.:deal

    Fans of both fighters have accused the other of cherry picking. Which side is actually right? In boxing the cardinal rule of matching making is “styles make fights”. The style of both Floyd and Manny is antagonistic to the other’s style. Have you ever seen Floyd fight a pressure fighter that’s left handed with speed and power that punches from weird angles? On the other hand, have you ever seen Manny fight a mobile, slick fighter with a superior defense, accurate counter punching with and an excellent longer, sharper jab?

    Mayweather can make any fight he wants so it's obvious who's not interested in the fight here.

    “Top Rank already allowed us to directly negotiate with them [Team Mayweather] before but they never communicated with us,” Pacquiao stated. “Mayweather Junior is saying a lot of negative things against me but he doesn’t like to fight. We will consider everything but until now, they don’t like the fight. At the same time, people are saying the fight between us needs a trilogy, but how can it be possible if he’s not going to fight me first?”

    Manny Pacquiao always wanted to fight Mayweather, its only Bob arum that was talking about stupid excuses.

    Every video you see on the internet Pacquiao always agree to a Mayweather fight.

    It's very clear that while Pacquiao certainly is not without some blame on things, Floyd doesn't want the fight, just as he doesn't want to fight other quasi-threatening opposition(Martinez, GGG, Lara, etc). Floyd is about the most money for the least risk, not about challenging himself and legacy fights. The only way the fight "might" get made is if Pacquiao clearly fades to the point where he represents no threat to Floyd, a la Mosley.
