I thought Pacquiao looking average in that fight was more due to him coasting on autopilot than anything much Bradley was doing in response. That said, you're probably right that there is going to be an in rooted prejudice, both conscious and subconscious, for Pacquiao based on the aftermath of the first decision. Much like how the second Lewis/Holy fight was scored more favourably for Lewis than the first even though it was the closer of the two.
