IBO might become recognized above others in time, since it is a consistent manner of ranking. Right now, since noone cares much about IBO they do not bother to matchmake in a manner that will lead to a better IBO ranking. So you get some silly things.

If IBO ever gained enough legitimacy where promoters minded it, it would probably surpass the others since gaining a ranking is not determined by backroom politics like the other belts.

Ali Raymi was dropped out of the IBO ranking, cause he called out their belt holder :patsch

No it isn't. The only thing it has going for it is the "computerized rankings" which, in theory, removes the ranking tampering that is so common today. However, without seeing their algorithms and infrastructure, who knows how computerized the rankings really are. I tend to believe them, though.

Their computerised rankings allowed Paul Briggs a fighter retired for 3 1/2 years to fight for their Cruiserweight title(a division he had never fought in)without a lead in fight(fight lasted 29 seconds). The IBO champion can fight anyone ranked 1 to 35 in their rankings(no mandatories).
So you can be ranked #2 and the champion never has to fight you. You can also if you're champion fight someone ranked 35-50 if they have a positive record in their last 6 fights. You can also fight for a world title if you're ranked over 50 if you have won the IBO Intercontinental title(Anthony Mundine was going to fight #57 ranked Robert Medley for the vacant IBO 154 World title). So no it can still be tampered with and no they are not a proper recognised strap IMO.

Were the founders stoned when they chartered all those rules?

 I don't know but they only have 1 champion per division. So that's good(even though the champion may not be).

    Source on no mandatories?

If Mundine was going to fight #57 ranked Medley, why didn't he?

There's a difference between tampering and bad algorithms. Their business logic (a computer programming term) probably just sucks. Anyway, I said they weren't recognized for a reason.

The WBF is a good minor belt, at one point the best of the minor league...The WBU had Hatton as their flagship champion also...

BOXREC is more legitimate, its 100% free for fighters

They depend on legitimate web traffic, so they don't have sanctioning fee/promotional interests...as most divisions the IBO is held by South Africans
