Julio Cesar Chavez bar none. Who are my personal favorites? Sanchez and El Finito Lopez.

Ricardo Lopez slips the mind as a Mexican, because he looks like Marc Anthony, fights like Arguello & never loses...Not your typical Mexican :nono

It's up to a great debate but for me it is Sal Sanchez. JCC Sr had more wins and more impressive record but the best wins of Sanchez beat the best wins of Sr IMAO. His win against Gomez tops Chavez win against Taylor. Gomez is a top tier ATG fighter arguably top 3 Rican fighter ever. The way that Sanchez dispatched him was monumental. Sanchez have other great wins against Little red two times and Azuma Nelson. I know that plenty of people think that JCC Sr is greater so please give me your opinion why. Also a part from the resume I believe personally that he was the better fighter H2H. If he had lived longer a fight against another top tier ATG in Arguello could've answer all the questions (I would favor Sanchez in that mythical match up).
