Let's say Cotto manages to defeat Martinez who happens to be past his prime and his last fight he did not look great.
Mayweather-Cotto @ 160 for the middleweight title, Mayweather will jump for it and will grab that opportunity.

I agree with Mayweather here. It's the same reason GSP left the UFC. These athletes are cheating using PEDS. Pac is on PEDS. I would demand the testing too. But at the same time, Mayweathers fear is irrational. Yes, the roids may give pac a better edge, but Mayweathers health is not in danger. He's worried about nothing. A fight he could win. Pac couldnt beat him with or without PEDS.
