Why should he?
No champion wants to fight in a country like Wales or Denmark when they can go to Vegas or Madison Square Garden.

 

I gotta agree, it wouldn't make sense for the fight not to be in the US, I wouldn't even blame Ward if he declined an offer to fight in Russia (hypothetically speaking).
