Who do you think it will be? My bet is the winner of Arreola Stiverne. I'll go with Arreola, although its a 50/50 fight. I don't think Jennings Perez are in their league and either one is a bad stylistic matchup for Wilder.

Uh, because Arreola was winning up until he got his nose broke and was unable to press the action anymore. Plus his resume is better apart from that fight. People really need to learn that sometimes, the second fight doesn't turn out the same way the first fight does. This has all the earmarks of such a fight.
I think Arreola is the very close favorite to win because he has the officials on his side. Otherwise it would be about 60/40 for Stiverne. Whoever wins it, I'm very certain either would completely demolish Wilder if that's their first defence. And they're both too much for te likes of Jennings too.

If ever. Only if the current holder is garanteed a huge payday and can't get anything near it fighting some hyped American or Brit he will risk it against the man. With the current (semi)final eliminators already in place the holder will be tied up against North Americans and the odd Cuban for a long time coming. Rematches not even taking into account.

Arreola had only won 2 rounds and was hardly in full control in those 2 rounds. He was losing the 3rd round decisively prior to the knockdown. Arreola's resume is ****. Arreola's best win is who? Seth "china chin" Mitchell or James "drag me out of retirment" McCline or perhaps Chazz "living off my father name" Witherspoon. Arreola has been beaten by every contender he has faced. He's never been anything but hype. While you are right rematches don't always go the way of the first fight that only true if the first fight was competitive and the first fight was not competitive. Arreola won 2-3 rounds was dropped, beaten up and has his nose broken, leaving him a bloody mess, hell he was being forced back late in the fight.
If Stiverne wins, DK won't let him anywhere near Wlad, just like he kept Brewster and Byrd from rematching Wlad, and wouldn't let Vitali or Wlad in his HW titlist card years ago.
Don't expect Arreola to show up for this fight as he did the first especially with the WBC title on the line.
