Pac is a great boxer. He's an ATG who doesn't just flatten everyone in the first half of fights, so clearly, he has amazing boxing skills. HOWEVER, I will say that his boxing skills are exclusive to the offensive end of the game. Pacquiao doesn't know what defense is other than keeping the gloves wrapped around the cheeks and the elbows tight.
Pacman has a tight guard like you mentioned and he does move his head, slip and weave under punches, also he uses his defense to create offense as he sneaks in right hands over jabs/slips and counters. He isn't a defensive whiz but you don't get to the top of boxing by having no defensive skill, he's certainly underrated on both ends.
I would stop short of calling him underrated on the offensive end. He more than gets his dues there. I stand by my statement of below average defense (among world class fighters). If his offensive wasn't ATG status in almost every dimension, he would be getting blasted out and stopped all the time. Lousy, caveman defense. ATG fighter. Interesting, and impressive, combination...
He knows not moving backwards in straight lines 90% of the time and use his feet to move in an out of range constantly. Defense isn't just about staying in the pocket to avoid shots. Fighters don't get to Pac's level or have his kind of success without a tremendous amount of skill.
Pacquiao's boxing skill is good, but it just is'nt great. Mayweather, Marquez, Hopkins, those are elite level fighters with skills to compete in any era. Pacquiao's boxing skill simply is'nt at that level, never was and never will be.
I'll repeat what another poster just said: Fighters don't get to Pac's level or have his kind of success without a tremendous amount of skill. He's an elite level fighter and is considered an ATG for many reasons. His boxing skills is one of them.

Marquez looks great against aggressive careless fighters but against slick boxers he gets schooled, hes far from the complete fighter some make him out to be and certainly not at a level of a Hopkins or a Mayweather.
I always rate boxing skill like this.......if you take away the speed, quickness and power, can the fighter still compete at a high level without those assets? The fighters I mentioned previously, Mayweather, Marquez, and Hopkins I most certainly believe could compete and be world champions giving them just average quickness, speed, and power. These fighters just have an insane ammount of "know how." Pacquiao howeve I'd mortagage my house could not compete at a high level without his physical attributes that have made him great.
Pac has very good natural ability, and good fundementals. He is 80% offence and 20% defence. Because his focus is primarily offensive, he leaves himself open to counters and often walks into shots as we have seen with JMM and Bradley. Bradley has very poor timing and was not able to land an effective counter like JMM, although he tried that punch all night. He just constantly failed to accurately time Pac as JMM did. Mayweather would explout this defensive weakness even more and likely KO Pac the same way JMM did, but earlier.
JMM and Floyd are not slow fighters either. JMM maybe not a vicious puncher, but he has good pop on his punches. If you take away JMM's speed and pop on his punches, what will happen to him?If you take away Floyd's good reflexes, what will happen to him?

Only fighter to ever beat Marquez imo is Mayweather. Except for Mayweather, a great case can be made he won the fights officially ruled losses on his record. Of great note to Marquez is that he's been able to handle fighters with better speed than he has. You say Marquez is'nt on the level of Hopkins, yet its Hopkins who always gets beat by speed......Jones, Taylor, Calzaghe..... Just facts to take note of!
Not only that.Look how JMM look bad against c level fighters like Katsidiz(past his prime when he faced JMM) and Diaz. JMM also struggled with washed up Casamayor. Look how a washed up MAB made a close fight against JMM(some even thinks MAB won against him).
