Roach apparently wants to see if Pacquiao can establish his power again. He states Pacquiao is lacking KO's because he's fighting in a division with naturally bigger guys. Thoughts.
I remember years back before the 3rd Pacquiao-Marquez fight that Roach was saying they'd never come down to 140 lbs for Marquez because Pacquiao was a welterweight.

:conf so i guess he will fight the juan-alvarado winner at 140 btw juan-alvarado is at 144 i believe. seems like juan doesnt want pac or 140
I really don't think it's as much about who he fights, but how he looks. There's probably no one at TR at 140 who could beat him, unless 140 turns out to be too draining. Don't really understand this move. Of course this is only if Pacquiao decides it's best.

I haven’t heard of them making an offer at all. So that’s where we stand at this point. So the thing is Manny’s a pretty loyal person.
