I blame both parties for not making the fight happen, both were at fault.

JMM asked Pac for random testing in their 3rd fight but it was Pac who declined.:deal Where have you been? Also JMM was desperate for fights and big money PBF wasn't desperate he can make 25 million dollar + paydays every fight. JMM basically bent over and let Pac dictate everything to him. With that said he put Pac in a coma and had Pac wanting to do random testing for his next fight talk about Karma, serves him and his fans right.:yep

 

I don't think Floyd was ever scared of losing to Pac or Pac was afraid of random drug tests.

They were the 2 biggest boxers and Pacs team were basically during negotiations saying Pac is bigger than Floyd, by refusing Floyds demands and giving him stupid demands. When Pacs team turned down Floyds initial demands and the talks broke down, they soon changed their tune and accepted to testing but Floyd refused to hold talks again. I think it's Pacs teams fault for no deal being agreed in 2009 and Mayweathers fault for no deal 2010 onwards, and I think it has always been about their egos and nothing more.

 

Right. Floyd was the former Linear title holder. Pacquiao's WBO trinket is meaningless in comparison...

Floyd claims to be the best all he is the best at is excuses ..You can't call yourself the best and not fight them ! JMM is just cut from a tougher cloth than Floyd that's the real difference here!

Only issue with that is the fact that I'm not sure that Cotto and Margo were listed as being number one and number two at the time they fought the first time around. IIRC, Paul Williams was listed ahead of Margo after having reversed the loss to Quintana in a round. Not completely sure about this, but I think PW and maybe even Mosley were still listed ahead of Margo at the time of the fight. :think

If that was the case, then the lineal title would still be vacant, with Floyd having overtaken Pac for the unofficial title of Premiere Player in the WW division. if it wasn't, then your point stands.
