    WRONG.

    Pacquiao has *never* been ranked the #1 welterweight in the world by any *credible* ranking system...

    If Cotto Margarito I wasn't #1 vs #2 at 147lbs then certainly an argument can be made that Margarito Mosley was the #1 and #2 welters and this fight established a new lineage at 147...

    It always baffeled me that so many people not only villianized Mayweather for insisting on stringent drug testing, but also never bothered to question Pacquiao when he declined it and gave silly reasons for doing so.

    if a fighter doesn't release his records, he may likely have tested positive 3x.

    Depends on whether you ranked Mosley (who had looked uninspired against Mayorga in his previous fight) over Cotto, Pac or P-Will (who still claimed he could make WW at that point).

    I agree that there's an argument to do so, and that Margo would have been the number one in the division at the end of '08. It;s just the question of number two, once again, that serves as the point of debate.

    His USADA records have all been released. It was private medical records that weren't released.
