I suspect that Floyd's alleged three positive results might be a false rumor but it serves him right for spreading them himself. As for why did Manny refuse the testing in 2009 is so obvious because he didn't like the insinuations being made about him that he was a cheater and what he has accomplished was due to taking drugs and therefore additional drug testing was a reasonable request. He couldn't anticipate that some people would leap to the conclusion that he therefore must have something to hide.
