He is truly an ATG, the best of his generation.

 

Mayweather should still be ranked higher than Pacquiao p4p, but Pacquiao should be the top rated guy at 147. He is more deserving of the lineal title.

Hear me out:

Mayweather has excellent recent wins over Cotto and Alvarez, but both of these took place at jr. middleweight so they shouldn't be factored into WW ratings. Since coming out of retirement Mayweather has no wins at 147 that compete with Pac's win over Bradley.

In the last 2 years their respective WW records are:

Pacquiao
W UD Bradley
W UD Rios
L KO Marquez
L SD Bradley (controversial)

Mayweather
W Guerrero

…that's it. Floyd has only had one fight at 147 since 2011, and that was against a guy not well established at the weight.
