Nobody is forcing him to fight at welterweight. If he can't handle his opponent re-hydrating, he should add a clause in the fight contract.
If he can't handle facing an opponent using approved Mexican-style gloves (Reyes, Everlast or whatever brand) he should add that to the contract as well.
Nobody is even forcing him to be a boxer in the first place.

When you sign a contract to fight a guy with commission approved gloves that many, many other fighters are using, you are obligated.
A hissy fit does not negate a contract in the civilized world.
