Because he doesn't the same confidence the *****s have about the Pacquiao fight. He knows there is something about Manny Pacquiao that he can't handle.

he said it in a recent interview "he had his chance" since walking away from negotiations in 2009/2010 bob arum has had a huge campaign against floyd. he wants to appear to want the fight but in reality would not let pac fight him

since then we have seen pacquiaos stock decline and floyd has managed to hold steady (even managing to break his record against delahoya with his ppv sales against canelo)

floyd will fight pac, all he has to do is leave bob arum, floyd gave arum a chance and he has done nothing but cause problems and throw up pathetic roadblocks (again, seem my source above). realistically floyd should not even be doing business with arum in the first place as he still owes floyd money from when floyd fought under TR.

if pac is smart he will leave bob arum, make a record high payday with floyd and end his career fighting some exciting fighters under GBP banner. (as we have seen lately he seems to be atleast considering doing this)

 

Right now they won't make as much money as they would have in 2009-2011. The interest back then was over the roof compared to now. The reason why Mayweather passed on fighting Pacquiao back then was to milk other fights as much as possible while keeping fans excited and in full hope of seeing him fight Pacquiao right after his fights. Pacquiao and Arum did the same thing to promote their own fights too. It was nothing but a business move from Mayweather, why risk it all for one big payday when he could make a lot more fighting others with little to no risk?.

Why earn 100M for 1 fight that could get you into a greater physical harm and possibly lose your zero than earn it from 2 or 3 fights fighting the likes of ortiz or guerrero?

Why would Mayweather accept a free fight when he even asked his fans to pay for his hospital bills if the fight with Pac pushes thru?
