If they retired now, I would say Pacquiao will rank slightly higher.

However should Mayweather win a belt a middleweight (especially the one currently held by Sergio Martinez) and/or go beyond Marcanio 49-0 record, against at least semi-live bodies then him.

If Pac didn't resign with arum then Floyd would be forced to fight Manny. If Floyd didn't he'd be shamed into retirement. By resigning, hes made the fight impossible. If Manny didn't resign with arum and the fight didn't happen, I'd put 100% of the blame on Floyd and officially call him ducker. But now I can see that Manny doesn't really care about making the fight.

 

Here we are at the end of both their careers. Floyd has tried to make that fight plenty of times with Pac walking away each time. And the man goes and signs an extension with Flop Rank.
