There is no reason to suspect he took steroids. While anyone could have, this is not even the accusation, let alone evidence, & he was generally not very bulky. Yes you can use & be soft, but someone like Toney had a lot of weight/lean muscle mass for his height & bone structure, even if you removed the fat, certainly for someone who did not appear a natural HW.
You could play this game with every boxer of the last 45 years or so (and that's if we're being generous and assuming that boxing was late to the party as far as PED's and sports goes). People really didn't notice or make a fuss until heavyweights started getting ridiculously cartoonish in the 90's, but they were already in the sport before 1970.
