The athletic commission is a joke if this is true. I thought they were there to make sure the fighters are safe.
If someones knee give up they might take shots that they would not have otherwise.
Cotto has solid power and if Martinez limps around the ring like Foreman did then he could possibly get hurt.

Fun fact: Cotto won his first 3 fights at 154 via injuries. :hey

 

Cotto has no power at 154, let alone 159. Martinez took shots from 180 lb Chavez and heavy handed Pavlik. He'll eat up Cotto's punches with no problem. His issue is his knee and how it holds up and how much it hinders his mobility.
