Of course not, but it is a huge a step in the right direction. It doesnt change overnight in that sport, or other sports with lots of doping cases like athletics and baseball. It takes time, as the cultures needs to change aswell, and that doesnt go as fast as just implenting deterrents, but it hopefylly nudges it along.
