Absolutely. Boxing's one of the most corrupt sports in existence (not that any clean ones really exist in anything beyond fans' imaginations). I don't expect a complete 180 when it comes to ethics as it relates to PED's; I expect more shenanigans.
This simple dynamic explains why testing will always allow for it: You cannot create and implement a test until you know what you're testing for. The PED creators have a first-mover advantage (among other advantages) that is insurmountable. And that's assuming that a proper test can even be developed once the substance is known; for example, HGH has been used widespread for decades and they still can't develop a test that really works for it.

He has failed doping tests in the past. A lot of boxers of his gym have been caught doping. He's the most powerful boxer in the scene, pulling the strings and deciding anything. Where to fight, who's gonna be the referee, the judges, etc.. Not to mention the xylocaine case. Or when they asked him about peds and he replied "i don't even know what it is".
