Why did Pac run from testing in 2009 when 50-50 was on the table?
Obvious: because Pacquiao was on something.
But why did Mayweather insist on testing ? Obvious: because he didn't want to face the juiced Pacquiao (the same one Hatton and Cotto faced).

The whole thing is so obvious, and it always was, and the ******s on both sides still squabble like children about it.

Mayweather was scared of losing to juiced Pacquiao.
And Pacquiao knew he'd be way too small and weak if he had to pass the stricter testing.

Also ... most probably ... both these guys have used PEDs. But only one of them needed the PEDs to compete at welterweight.

NSAC did a surprise PED test on Pacquiao in dec. 30, 2009 when he turned down Floyd's version of OSDT....result was negative.
