Floyd never did have a valid reason to ask for testing, he was trying to poke hole in PAC weakness after finding out PAC get weak from drawing blood close to the fight. Then, for the Bradley rematch just a few months later, a fuss was made when Team Pac insisted on a new joint USADA-NSAC (never been done before) for the testing and refused VADA, which Bradley had already paid for and been in the program before Pac decided on finally agreeing to some form of testing (once again, a custom made joint USADA-NSAC program which couldn't begin testing until Pac left the Philippines for the United States, as USADA has no approved labs in the Philippines).
