There is no good reason for a professional athlete to refuse a drugs test.

In boxing PED's are synonymous with endurance, not power. Since weight classes control your weight you cannot gain the type of muscle you need to significantly increase power. Though your power is not increased, there is still a power advantage in that you can throw at your max power consistently without tiring. This is what was seen when looking at Pac, he seemed to throw everything into his punches all the time, threw at high volume, and never tired. Those three things never go together, people conserve their energy for a reason, because there is not limitless supply, unless you're on PED's.

 

Since it wasn't under oath Floyd won't be in further legal trouble but admitting guilt would have been a slippery road. Even though it's Vegas Floyd has had his run ins with the legal system so if he is still on probation or if he gets jammed up again in some way it could create more problems. He should have just nixed those two scenes altogether! He was an idiot for thinking he was above all that after his history. He might get off but once again he drawing unwanted attention.
