it isnt, if they are unlicensed and so is the gym. when they apply for and get granted a license, then it becomes the commissions business.
for example, if the commission knows that this is going on, and next time one of the kids dies, both the gym and the commission are liable and would lose a civil lawsuit and possibly face criminal charges.

not that it matters, I agree rankings are a joke, but guys who were less deserving and lesser impressive resumes than Khan have ended up fighting Floyd.
