My GUESS is because in 1) 2012 (the last time they negotiated) Arum came off with bull**** about a cut and a stadium as though he didn't want the fight. And 2) Floyd was getting TMT going so with Pacquiao signed, it cuts out TR and GBP with Floyd making monster money for himself and TMT. The same reason Arum wanted Bradley to resign for a Pacquiao rematch and Chavez Jr to sign an extension for Golovkin. You forgot that Floyd is a promoter too? He's doing the same **** Arum is doing.
