He's right about this, though. Duckweather only ever talked about health when it came to Manny = he's obviously scared of Manny.

 

He was talking about being in "wars" (brutal fights). He also talked about it when the Cotto fight was approaching.

 

He protects his health over everyone he fights. For all we know, maybe he genuinely felt Pac was juicing. That's what the "health comes first" comment was about. And Pacquiao doesn't speak for himself. The 147 Oscar, 145 Cotto, and 150 Margs was to protect his health. Don't be naïve.
