It's hurts Lewis more than Wladimir. Lewis should have been pushing all out for that fight. This was the Lewis era after all. Lewis not fighting his number 1 challenger looks bad. Similar scenario with Byrd. You'll notice also that Byrd was for 5 (FIVE) years during Lewis's prime era a top 10 HW. Lewis not fighting Byrd massively harmed his own cv. John Ruiz is another one. Imagine if Wladimir didn't fight Povetkin or Haye?
All busted for roids/caught cheating drug tests. Obviously Bruno was heavily reliant on the gear as well but in fairness wasn't caught.
It's not Lewis fault if Wlad didn't want to fight him. It doesn't hurt Lewis's legacy that in the twilight of his career a fighter who would go on to dominate in next decade didn't attempt to fight him. It doesn't reflect poorly on Lewis, it reflects poorly on Wlad, Wlad was the younger fighter with more to prove but he was happy to play second fiddle with the WBO belt. Lewis's place in history was assured, his legacy as one of the divisions best inarguable, fighting Wlad would have added to it but not doing so doesn't diminish it especially when the reason a fight between Lewis and Wlad didn't happen is because Wlad didn't make any attempt to make a fight with him.
It was the twilight of his career because he retired after 2003. If your basing your argument on the hindsight that not fighting Wlad "hurts Lewis's legacy" then that same hindsight has to force you to recognize that 2002/2003 was the end of Lewis's career as an active fighter.

Could go either way. Lennox has never come close to beating anybody as tough on paper as prime Wladimir Klitschko. It's quite telling that Lewis's best ever win is against the much, much worse Klitschko brother in what was a very tough fight for Lewis. Imagine what Wladimir could do to him?
