According to both Oscar and Stiverne's manager, who were quoted, the postponement was asked for because they had come to terms but when King sent the paperwork/contract over it specified no date and no city ... and that those are in question because at this time there is no network attached to the fight.

 

If this fight happens Stiverne will knock him out.

He knows he can make big bucks out of the situation. Like the op said, if this goes to pursebids it's pretty obvious that we can expect Jay-Z to drive up the purse bid amount to insane.
With King being known to take somewhere between 20-30% of his fighter's purse, it's obvious why he's either trying to enforce pursebids or a huge offer out of Haymon himself.
