Wtf is he supposed to do? Post a youtube video of himself signing a contract? Pacquiao did his part and now we wait. You guys are so impatient.

 

Because he will receive an offer he does not like. That's why some fighters don't call out other fighters. You let them come to you and then you can take the lions share of the purse. Never show desperation when negotiating.

Example: You're trying to buy some water from me but I set the price. You're the ONLY customer. If you said "If I get the water, cool. If not, it's cool." Then it seems like you don't really care, I have to give you a low offer. But if you said "I'll do anything for that water!" Then I'll say "anything?" and charge you up the ass for a cup of water, because you're desperate.
