I don't see anything wrong with that if punters are more interested in seeing those fights than, potentially, other fights that could be made. In fact, it becomes a good thing.
As it would be easier to make fights. As he is a promoter in the UK. He promotes british fighters. It's also easier to put two brits together than put a brit in with an american. He has to then deal with Al Haymon, Bob Arun, Oscar,...etc...

British public comes out for those fights and it gets the people who don't usually follow boxing interested because they see the UK vs UK for a title
Because Eddie struggles to make world class fights! He likes to do what are Boxings equivalent of an 'international friendly'. Degale has been in more 'final eliminators' than every member of 'The Gladiators'. Quigg has fought nobodies. Carl, not only could have made the fights prior to Groves II buy himself, Eddie has also failed to secure Carl his dream fight in Vegas against Chavez. Apart from Burns, I can't think of a fighter who has faced world class opposition.
Because having london vs yorkshire etc etc makes for a good atmosphere. Look at some of the great domestic matches we have had over the years....benn eubank groves froch. They make for great dust ups and good sellers.
A UK promoter knows that the UK public want good UK fights at full venues on Sky. Raises the profile of boxers on Sky and even rescues careers of those UK fighters who totally lost profile hidden away on Boxnation watched by a few subscribers.
