When people say cleaned out, they often mean collecting all the titles, but that can often be misleading.
I have read how people say Ward cleaned out SMW, but I am not sure as really I see it that he beat Kessler, who beat Froch, who beat Bute.
Floyd has beaten many top fighters and often beaten the top man of the division, even if not all.
I cant see how anyone can say anything bad about Floyd. He has continually beaten top fighter after top fighter

At 130 he was the best in the world in my opinion at that weight. After that he has only mostly fought popular fighters, past their prime to increase his popularity to get to the point he's at now.
