What's the closest a flyweight (or sub 126) come to P4P No. 1?

I'd reckon Roman Gonzalez is two wins (Estrada II at 112lbs and Inoue at 115lbs) to becoming pound-for-pound No.1 in the world.

Who is the closest flyweight (or anyone below lightweight) come to being P4P No. 1 in history?

Manny Pacquiao was number 2 after beating Morales. That's the highest since the ring started doing ratings in 1989.

Orlando Canizales, Ricardo Lopez, and Marco Antonio Barrera all made it up to number 3.

Historically I think Carlos Zarate was number 1 in a poll in 1977 but I would have to re-check.

The p4p number one is probably always a flyweight, in terms of the laws of physics.

    Just saying!

Some sub-126ers who were probably pretty close to best (let's say top 5) p4p at the peak of their career:

    Willie Pep
    Sandy Saddler
    Salvador Sanchez
    Azumah Nelson
    Wilfredo Gomez
    Eder Jofre
    Carlos Zarate
    Jimmy Wilde

and possibly Khaosai Galaxy and Yoko Gushiken
