I know Kell Brook was Pacquiaos mandatory/nr 1 contender some years ago.

You mention WBO, but it is not the title but opponents and we know Calzaghe beat many top SMWs.
A Stevenson has a magazine title, which you hold highly and look at his defences and title fights
