I think he was an ATG, but not on the same level as the others I mentioned. The win over Tarver was the one that propelled him to top 50 P4P lists imo.

Different fighters managing certain achievements .. Johnson beat much better fighters than that Jeffries but the way he conducted himself in front of the word was simply a river crossed .. interesting to see how many never maintain those heights Frazier was never the same after Superfight 1 Roy Jones began t fall apart right after Ruiz Johnson began to slide after Reno .. it goes on and on ..
I might say Jones after the second Griffin fight. You knew he has special and the Toney fight proved that. But the way he came out for that rematch was special.

Carlos Monzon, in my opinion, became an alltime great in his title defense vs Bad Bennie Briscoe. Poor Bennie,....if anyone else was middleweight king at the time,he would have, IMO scored a ko and would have become champion. Monzon could have jabbed and held his way to a comfortable decision over Briscoe, but instead, in the last 5 rounds, he elected to stand his ground and slug with him...almost decking BB in the 14th, if I'm not mistaken. Monzon further cemented his claim to ATGness with his two victories over Rodrigo Valdez, esp. the 2nd fight. Wilfredo Gomez not only was untouchable as the 122 lb champ,but he made the cut to ATG with his ko's of Zarate and his war with Pintor....and showed what a master boxer he was vs Juan LaPorte.
