The day Toney failed his test was the day I stopped being a fan and identified him as an absolute disgrace to the sport who was scared off a level playing field, and his career had been all smoke and mirrors. Personally I don't think it would have effected the outcome of the fight, but cheating is cheating and he clearly cheated or was negligent in regards to what he was taking for his injury. Either way it puts a question mark over everything he did at heavyweight and maybe even cruiser. While I still admire his skill which is evident for all to see it harms his legacy as you know at least some of what he achieved was not done cleanly.
They don't prescribe anabolic steroids for injuries, unless you are a burn victim, they use anavar for collagen regeneration. You were prescribed a cortico steroid. I'm not sure why toney took deca, that stays in your system for 3 to 4 months after your last shot. By stay, I mean it can be detected, not the effects. The side effects of taking aas, (steroids) as in when you go off, such as lowering baseline test, as well as so many more effects, would outweigh the benefits, it may have in speeding up the recovery from an injury.
All British fighters are subject to random drug testing at any time whether they have a fight scheduled or not. If other countries like the US adopted such measures I'm sure more fighters would get caught. Also when British athletes get caught they actually get properly punished. Toney got a 90 day ban while Craig Windsor is currently serving a 3 year and 9 month ban, Dillian Whyte was banned for 2 years and a couple of Welsh amateur boxers are serving a 4 year and a lifetime ban. Also there are only 5 British boxers amateur and Pro currently serving bans, that really isn't a lot.
