I'll play along anyway. Lara "supposedly" called him out on twitter, yet we know that it's managed by his manager because how else would it be in almost perfect English? And on top of that, Lara was adamant on staying at 154. And as we know, if you are calling someone out, you come to their division. So what was the point of calling him out if he has no intention of moving up?

If Lara wants a fight, he need to be serious. First, he need to start fighting at 160. After that, he needs approval from papa Haymon to fight on HBO. That's the only way this fight can get made.
