Depends on what you mean. I think he sizes up favorably with his domestic counterparts and could lift the Aussie title off Shannon King if he so chose and probably beat the rest of the field except Mundine. Projected onto the world scene, then yeah, he becomes a small fish in a bigger pond where simply being well-rounded and hard-working doesn't cut it, and his lack of pop and modest athleticism would probably do him in.
For the record, I expect he'll trounce Brunson. (who always was a hype job and crumbles when confronted with anybody that has both a pulse and sturdier than glass jaw)
I mean very good at world level. But yes I agree with you, Hogan has done well at Aussie level and maybe he could even do well at Euro level, but he is lacking the natural ability to make it as a contender. The thing is, both he and his team seem to be targeting a world title shot at some point, and since Hogan is now in the IBF top 10, it is an achievable goal, espcially if someone like Bundrage wants what he would most certainly see as an easy voluntary defense against the likes of Hogan. I can't seem him doing well at world level at all, even against guys who are just solid contenders, but it'll be an interesting journey now that Hogan has moved on fromthe Aussie scene anyways

I agree. For me the only big fights out there are Quigg and Rigondeaux. Santa Cruz looks to be moving up and I don't think he wants anything to do with Rigondeaux. It's either Quigg or fight mandatories and stiffs for a fraction of the money. If I'm Frampton I take the quigg fight then a mandatory. By that stage announce you're having one last fight at Sbw and make it a unification bout then regardless of result move up.
Apart from Quigg, Rigo or LSC I think Carl has to fight any of Donaire, Mares or Galahad at a push. Anyone else and id be very dissapointed.
He can definitely make it at European level anyways. He has solid skills, decent variation in his shots and he can hit very hard. Obviously its very hard to know if he make it to world class level. But yeah he is worth checking out, he was a solid amateur and won multiple national titles along with competing quite well, but was always more suited to the pro style. His last opponent was supposed to be a step up of sorts, but Phil chinned him easily.
