He was definitely ranked in the February 1950 Ring issue then, for end of 1949.

Buddy Baer was a lot better than Wepner, by my reckoning.
    Wepner was true ham-and-egger clubfighter.

I'd expect Buddy to beat Wepner and probably by tko.

Chuck Wepner doesn't belong on any list of the top 70s heavyweights.

Neither does a one-fight-and-then-dead Sonny Liston.

If these additions are based on Ring Magazine Year-End ratings, I would suggest not using those ratings.

There were far better fighters. I listed more than 20.

No those rankings count for the annual 1949 ratings

Mcgrain you have your years mixed up. Those first set of rankings were for 1948 year end.

    I would expect:
    Norton
    Quarry
    Lyle
    Bugner
    Shavers
    Weaver
    Tate
    Coetzee
    Bonavena
    Dokes
To beat the 1940's Galento whose only wins in all 5 fights in that decade were over 2 wrestlers and a nobody light heavyweight.

I just found a New York Times article dated December 27, 1949 that mentions the February issue of RING magazine (which I take it, hits the stands at December 1949 ?) ...

... but interestingly, it lists ratings as this (contenders in groups as follows) :

    HEAVYWEIGHT
    World champion : Vacant

    GROUP ONE
    Ezzatd Charles

    GROUP TWO
    1. Walcott
    2. Oma
    3. Woodc0ck
    4. Savold

    GROUP THREE
    1. Valentino
    2. Thompson
    3. Bivins
    4. Agramonte
    5. Kid Riviera
    6. Joe Baksi

It would be strange if these ratings and the ones from boxrec feature in the same issue Feb. 1950, slightly contradictory, but I have every reason to suspect so ..

I'd just like to mention that Wepner was not on my original list.

Unlike the poster who thinks the 40's Galento beats those I named.

Take Liston off if you want, the idea is to make your own list ,they are only suggestions.
How about Duane Bobick? 52 fights 48 wins,42 kos, 4 losses to Norton ,Knoetzee,Chaplin, and Tate.

    Bobick beat :
    Weaver
    Wepner
    Ledoux
    Middleton
    Ramos
    Neuman
Not awe inspiring but perhaps respectable names?
How does he compare with 40's Marciano unbeaten but against who?
Marciano didn't turn pro until 1947 his best wins?
Possibly Phil Muscato who had lost his last 4 fights or Carmine Vingo 16-1-0 who had beaten no one of note.
