NSAC does need to know why you need drugs for a fight. That's when the injury was brought up 90 minutes before the fight.

It's not floyds job to make the fight entertaining, nor is it the other fighters, it's their job to win. If they want to make money then sure you have to go out there and be entertaining, the fans demand it if they're going to pay money. unless of course you can convince everyone to hate you and then you don't even need to risk getting into a war and losing, you can just go out and box defensively while everyone pays to see you lose and then complains when you don't. If everyone had not fallen for mayweathers career plan to make money by being hated then he would have had no choice but to fight in what is widely regarded as an entertaining fashion.

People make no sense

They want to give Manny Pacquiao full credit for beating Floyd (If it happens), but they don't want Floyd to fight using his style which got him the 47-0 record. They want him to adopt a style he hasn't used in literally 10 years in the biggest fight of his life.

It just seems to me that the SAC should at least check up on the fighters every couple of weeks and throw in a random test themselves. It's crazy that they have no policy set up except for wanting to be notified the day before a fight. Again, is 24 hours enough time to check the truth behind and injury claim and decide if the fighter should be allowed treatment the night of or if the fight should even go on? Not to mention that, if random drug testing agencies aren't involved, fighters can do whatever they would like during camp because the state commissions don't do anything.
