Maybe illegal for general usage. I'm sure Mayweather has some sort of exemption due to how bad his hands are. I'm not sure, but I do know if Floyd wasn't allowed any kind of pain meds due to his condition then he probably would have quit boxing a long time ago...

They're rules, but there are exemptions to rules when deemed necessary. Floyd Mayweather went through the proper steps to ensure that he received approval from USADA and the Commission to receive the injections. Pacquiao went to his doctor to verify injury, he went through USADA to get the drug approved; however, by whoever's mistake, the Nevada Commission wasn't made aware, so Nevada felt Pacquiao by-passed them. So, he never officially got the "exemption" to use the shot since he didn't go through all the proper steps to receive the exemption. Mayweather doesn't show up on fight night and say to the commissioner, "Oh by the way, I need lidocaine." No, he makes everyone aware in advance so an exemption's approved. Also, Nevada's commissioner, Aguilar, had a point. It's not that he didn't believe Pacquiao on his injury. He said he didn't want to send Pacquiao in there completely numb not knowing how injured Pac was... Why? Well, yeah, Pacquiao would have fought better, but Pacquiao also could have (and probably would have) injured his shoulder worse- maybe to the point of permanent damage, ending his career. THAT is what Aguilar said his main concern stemmed from, and why he ultimately denied it.
Big time and because he earns so much in Vegas people act like he's squeaky clean and follows all the rules yet he gets exceptions left and right

As later on that night in the bar I walked in on him blowing some random guy in the restroom. The messed up part was the guy didn't even want this to happen, he was mouthing "please help me" but there was nothing I could do. Margo already had the lock jaw on him and to try and pry him away could spell disastrous consequences. I'm sorry to tell you Margo is a lost cause.
